From October 29 to 31, 2009, Chinese Assistant Foreign Minister Hu Zhengyue chaired the second meeting of the China-Russia joint commission on the rational utilization and protection of transboundary waters. The Chinese delegation consisted of delegates from the Ministry of Foreign Affairs, the Ministry of Environmental Protection, the Ministry of Water Resources, the Inner Mongolia Autonomous Region and Heilongjiang provincial government. The Russian delegation is headed by Maria Seliverstova, head of the water resources agency of Russia and the Russian Chair of the Joint Commission and consists of the representatives from the water resources agency, the Federal Service for Hydrometeorology and Environmental Monitoring, governments of Russian peripheries and the Russian Embassy in China. The two sides had a frank and friendly meeting and achieved positive results.

The two sides spoke highly of the China-Russia strategic partnership of coordination and the cooperation in the field of transboundary waters. Through friendly consultations, the two sides set up a working group on the monitoring and protection of transboundary waters quality and the management of water resources and the responsibilities were clearly identified. The two sides also reported the information of joint monitoring of transboundary waters quality and reached the consensus on the exchange of the hydrological information of Heilongjiang, the information of hydrological stations network and the strengthening of cooperation in the hydrological and flood information reporting, disaster mitigation and flood prevention. The two sides agreed that the third meeting of the Joint Commission will be held in Russia next summer.
