Yang Jiechi Attends the EAS Foreign Ministers Informal Consultation

On July 22, 2008, Foreign Minister Yang Jiechi attended the East Asia Summit (EAS) Foreign Ministers Informal Consultation in Singapore and elaborated the policies and proposition of the Chinese government on the issues of energy security and climate change.

He said that a new concept of energy security should be developed and practiced in order to safeguard the global energy security. It is necessary to conduct consultations and cooperation on energy exploitation, promote the dialogue and communications between energy export and consumer countries, strengthen coordination on energy policies and maintain the international energy prices at reasonable levels. Efforts should be made to intensify the R&D and spread of leading energy technologies, enhance energy saving capacity and efficiency and accelerate the technological cooperation on clean energy, new energy and renewable energy. The stable domestic situation must be maintained in energy production countries. It is important to ensure the stability of the international energy market, curb excessive market speculation and guarantee the safety and smoothness of the international energy channels.

China attaches importance to the energy security cooperation within the framework of East Asia cooperation and believes the EAS should emphasize particularly on energy policy dialogue and make efforts in the direction of disseminating advanced technologies and seeking funding support, said Yang.

On climate change, he stressed that the principle of common but differentiated responsibility be insisted on and the negotiations on implementing the "Bali roadmap" be promoted in accordance with the United Nations Framework Convention on Climate Change and its Kyoto Protocol. The developed countries should continue to take lead in reducing emissions, provide fund and technologies for the developing ones and pay equal attention to mitigation, adaptation, technology and finance. The developing countries should adopt policies and measures of mitigation and adaptation on climate change within the framework of sustainable development. The arrangement under which the Convention and its Protocol are the major channels of international negotiations and cooperation on climate change and other initiatives and mechanisms are useful supplement must be adhered to. China is ready to strengthen dialogue and cooperation with all the East Asian countries on climate change.
