On November 5, 2006, Beijing Summit of the Forum on China-Africa Cooperation held the Round Table Meeting. The first and the second sessions of the Round Table Meeting were moderated respectively by Chinese President Hu Jintao and President Meles Zenawi of Ethiopia, co-chair country of the Forum on China-African Cooperation. Under Hu Jintao's chairmanship, the Round Table Meeting adopted the Declaration of the Beijing Summit of the Forum on China-Africa Cooperation and the Forum on China-Africa Cooperation - Beijing Action Plan (2007-2009). Hu made a concluding speech and declared the closing of the Summit.
At 9:30 a.m., Hu Jintao, together with the heads of delegations of 48 African member countries of the Forum and Chairman Alpha Oumar Konare of the African Union Commission, walked into the meeting room. Hu declared the start of the Round Table Meeting.
At the first session of the Meeting on the morning and the second session on the afternoon, the heads of delegations of African countries including Gabonese President Omar Bongo made a speech respectively, mainly voicing their views concerning the development of China-Africa relations over the past 5 decades, the development of the new type of strategic partnership between China and Africa under the new situation, deepening China-Africa pragmatic cooperation, strengthening the building of the Forum mechanism and the international and regional issues of common concern.
Before the second session ended, Hu led the adoption of the Declaration of the Beijing Summit of the Forum on China-Africa Cooperation and the Forum on China-Africa Cooperation - Beijing Action Plan (2007-2009). The Declaration mainly reflects the views and opinions of China and Africa on major international issues and solemnly declares the establishment and development of a new type of strategic partnership between China and Africa. The Beijing Action Plan mainly elaborates the plans and contents of cooperation between China and African in the economic and social fronts in the next 3 years and reflects the cooperative spirit of mutual benefits and common development.
Then Hu made a concluding speech. He said that during the past two days we've made full exchanges of views concerning China-Africa relations and major international and regional issues in a friendly and pragmatic atmosphere, reached important consensus and achieved fruitful results."
Hu pointed out that we agree to establish a new type of strategic partnership between China and Africa featuring political equality and mutual trust, win-win economic cooperation and cultural exchanges and have identified the priorities of developing such partnership. We reviewed and adopted the Declaration of the Beijing Summit of the Forum on China-Africa Cooperation and the Forum on China-Africa Cooperation - Beijing Action Plan (2007-2009), summarized our relations and made plans for the future cooperation. We elaborated our views and positions on major international and regional issues and decided to support each other in international affairs and work closely to safeguard the legitimate rights and interests of developing nations.
Hu noted that we carried out in-depth discussions on the pragmatic cooperation between China and Africa and believe China-Africa cooperation has brought about tangible benefits to the people of both sides and is in the interest of both sides. Therefore, it enjoys a bright prospect. We exchanged experiences in running the country and decided to continue to respect and support the development path chosen by each other independently and learn from each other for joint progress in the process of national construction. We recalled the achievements of the Forum on China-Africa Cooperation and determined to improve the Forum mechanism, strengthen collective dialogues and coordinate the action plans of the forum with the social and economic development plans of Africa. We reviewed the history of our friendly exchanges and agreed that our traditional friendship is our wealth which we decided to inherit and carry forward.
Hu stressed that Beijing Summit lays a solid foundation for us to build a new type of strategic partnership featuring long-term stability, rich connotations and continuous growth. I'd like to work with the colleagues here to inherit the purposes of the Summit, which are friendship, peace, cooperation and development, and push for the implementation of the outcome of the Summit. China and Africa should take advantage of the Summit to improve the Forum mechanism, increase the operational efficiency, enrich cooperation connotation, expand cooperation areas and boost the friendly cooperation between China and Africa under the new situation.
Hu emphasized that China is a member of the developing world and to strengthen the solidarity and cooperation with developing nations is the foundation of China's diplomacy. China will always stand together with the developing nations including African countries in the process of safeguarding world peace and promoting common development.
Hu reaffirmed: first, China is always a reliable partner for the promotion of peace and stability in Africa. Peace and stability are the prerequisites for realizing the development and prosperity of Africa. As a sincere friend of Africa, China will continue to provide political, economic and diplomatic support to help Africa achieve peace and stability. China supports the United Nations and the African Union in playing bigger roles and will actively participate in the UN peacekeeping missions in Africa. China is willing to play a constructive role in resolving some differences and disputes within Africa.
Second, China is always a reliable partner for the realization of development and prosperity in Africa. China will link the cooperation with Africa more closely with China's own development, open the market wider and increase investment, assistance and technology transfer to Africa and offer more human resources training for Africa. China is a resolute force supporting African countries in selecting the development paths and modes suited to their own national conditions and improving their self-development abilities.
Third, China is always a reliable partner supporting the active participation of Africa in international affairs. Africa is an important force in the international arena, and its voice should not be neglected by the world. China will support Africa in playing a bigger role in international affairs and strengthen the coordination and cooperation with Africa in a bid to drive the development of the international political, economic, trade and financial systems toward a more equitable and rational direction. China will continue as always to support African countries in safeguarding their legitimate rights and interests and make active efforts to draw greater attention and input from the international community to Africa.
Lastly Hu said that all the agenda items of the Beijing Summit have been completed. We together witnessed another important historical moment for the friendly cooperation between China and Africa. We together will create a more beautiful future for China-Africa cooperation. Let's seize the opportunities, face the challenges, inherit the traditional friendship, deepen the all-round cooperation and make unremitting efforts for the development of the new type of strategic partnership and the development and rejuvenation of China and Africa.
At 4:40 p.m., Hu declared the closing of the Beijing Summit of the Forum on China-Africa Cooperation.
Speaking at the Round Table Meeting, the heads of delegations of African countries made highly positive remarks on the Summit and agreed that it is of great significance to hold the Summit on the 50th anniversary of the inauguration of diplomatic ties between China and African countries. The high level of the participating delegations and the large number of participating countries prove that China enjoys a high prestige on the African continent. The active participation of Chinese and African leaders also shows that both sides hold high expectations for the dialogues and cooperation between China and Africa which are advocated by China. They believed that the Summit is an important dialogue between the people in two regions who are located afar physically but close spiritually and is the outcome of the long-term development of China-Africa relations. The Forum on China-Africa Cooperation, which was launched 6 years ago, is a good reflection of the sincere friendship between China and Africa and has become an effective platform for dialogues and cooperation. This Summit will add new momentum to the development of the Forum, open up a new cooperation prospect and strengthen the concept of promoting development through cooperation. They noted that the Summit has achieved fruitful results and marks an important turning point for China-Africa relations. The friendly cooperation between China and Africa is a model for south-south cooperation.
The heads of delegations sang high praise for the 8 important policy measures announced by President Hu at the opening ceremony of the Summit. They said that the concrete measures specified by President Hu well respond to the concerns of the African people. They appreciated China's assistance to Africa in the fields of debt exemption and reduction, medicine and health and technology transfer. They expressed great appreciation for China's pledge of opening the market wider to attract more African goods and encouraging the Chinese enterprises to make investment and participate in the infrastructure construction in Africa. The heads of delegations said that China's efforts and pragmatic thinking of supporting Africa's development give them hope. China attaches no conditions for the cooperation with African countries and the cooperation is based upon the principle of mutual respect, non-interference in each other's internal affairs and mutual benefits. Even with its own tough economic conditions, China offered help to Africa sincerely. Africa-China cooperation not only creates a vast space for the development of the mutually beneficial relations but also becomes an effective way to protect and promote the cultural diversities of countries.
The heads of delegations spoke highly of the two political documents adopted at the Summit. They noted that the Declaration of the Beijing Summit of the Forum on China-Africa Cooperation and the Forum on China-Africa Cooperation - Beijing Action Plan (2007-2009) are very useful documents. The successful implementation of these two documents will further consolidate the partnership between China and Africa. They expressed support for the recommendation of establishing and developing a new type of strategic partnership between China and Africa which is specified in the Beijing Declaration and commitment to safeguarding the framework and principles of China-Africa strategic partnership. They also pledged to make best efforts to implement the Beijing Action Plan which they believe will inject new vitality to China-Africa cooperation.
Hu held a luncheon for the heads of delegations attending the Round Table Meeting at noon.
Vice Premier Wu Yi of the State Council, State Councilor Tang Jiaxuan and other top officials were also present at the Round Table Meeting.
